The Residential "Refi-Boom" occurred primarily because of one reason- a sudden drop in RATES. Rates were at historically low levels for several years in a row. In the commercial lending industry, virtually every commercial loan comes with a balloon or a maturity date after the first 5, 7, or 10 years the loan is originated. (Private or Hard Money loans usually come with a 6 to 36 month balloon or maturity date.)
